Responsibilities

Description Summary

The role of the Program Analyst is to contribute to the overall success of NOVA’s business activities by creating, researching, documenting and managing well-written documents that fit within an established and organized system. The Program Analyst will contribute daily to an archive of written business knowledge. The Program Analyst will create and collect narratives that will serve as a knowledge base to business opportunities. The Program Analyst will gather information and assist with writing proposals. The Program Analyst will create documents to track and understand ongoing projects.

Responsibilities

Knowledge Management

  • Contribute daily to an archive of written business knowledge that has been collected through research and development
  • Serve as knowledge repository for documented information, narratives, and research; share knowledge for better business direction, and improved learning, both of which will lead to successful proposals
  • Collect records and organize them to serve as readily accessible templates that contribute to business opportunities
  • Interview and shadow Subject Matter Experts to create technical narratives that will be used in all forms of business and proposal writing
  • Establish a catalogue system of collected written narratives and research that is indexed for rapid discovery, is easily translatable, and serves the purpose of simplifying the business proposal and grant process for all team members involved

Professional Writing

  • Write and self-edit business proposals, grants, Requests for Information, Requests for Quotes, and any other form of business writing that is needed for NOVA’s ongoing activities and mission
  • Assist in business proposal writing that includes Management & Technical volumes, that captures innovative recommendations and technical solutions from a variety of source inputs, including Subject Matter Experts, incorporates collected archived documentation from previous proposals, as well as information gathered through re- search
  • Take several sources of information, including interviews, research, and in-field narratives, and blend them together to serve as one cohesive voice for NOVA that is easily understandable to a variety of audiences
  • Respect and meet deadlines throughout the development of business proposals, and stay in compliance with proposal guidelines

Project Analysis 

  • Work closely with upper management to make sure that the scope and direction of each project is on schedule
  • Report on project success criteria results, metrics, test and deployment management activities
  • Work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence
  • Participate in establishing practices, templates, policies, tools and partnerships to expand and mature these capabilities for the organization
  • Provide status reporting regarding project milestones, deliverable, dependencies, staffing, risks and issues, communicating with leadership
  • Act as an internal quality control check
  • Support formal/informal schedules to manage the engagement contract
  • Track all aspects of project and program engagement from planning, external vendor relationships, communications, resources, budget, change, risks and issues
  • Monitor projects to ensure that projects and programs are proceeding according to scope, schedule, budget and quality standards
  • Understanding of project and program assistant management principles, methods and techniques
  • Track performance reviews and staff development
  • Other duties as assigned

Qualifications

  • Build and maintain relationships by engaging business leaders to establish credibility, solve problems, build consensus and achieve objectives
  • Excellent leadership, communication (written, verbal and presentation) and interpersonal skills
  • Research best practices within and outside the organization to establish benchmark data and use continuous process improvement disciplines to achieve results
  • Experience working both independently and in a team-oriented, collaborative environment
  • Flexible with proven ability to conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities

 

Required qualifications:

  • Associates Degree in appropriate field of study or equivalent work experience
  • 3+ years of project financial experience, including tracking and planning projects
  • 3+ years of experience working with business stakeholders within a cross-functional matrix environment
  • 1+ years of previous experience with gathering requirements from the client / business and documentation
  • Intermediate level of proficiency with MS Project, Excel, Visio, PowerPoint and SharePoint with experience presenting to stakeholders and / or Senior Leadership  
  • Proven ability to demonstrate a drive for results and accountability of business needs
